Third Forum on Concessions and PPPs in Social Infrastructure - São Paulo, April 2026  

On 7 April 2026, PSPHub hosted one of the most significant gatherings in Brazil's public-private partnership sector: the Forum on Concessions and PPPs in Social Infrastructure. Now in its third edition, the Forum has established itself as the leading strategic discussion and deal-making space connecting projects and capital for social infrastructure in the region. This year, it also marked a significant milestone for the FAST-Infra Label in Brazil.   

The FAST-Infra Label, led by the Global Infrastructure Basel Foundation as its Secretariat, is earned by projects that are assessed against rigorous environmental, social, governance, and resilience standards across 14 criteria. The Self-assessed Label allows project developers and public entities to benchmark their projects at any stage of the lifecycle, signalling to international investors that a project has been structured with high standards of accountability and positive contribution. For governments and developers in Brazil, adopting the Label is a concrete step toward aligning domestic infrastructure with global best practices and unlocking long-term, sustainability-oriented financing.  

Among its highlights, the Forum hosted the formal recognition of multiple Brazilian infrastructure projects that have earned the FAST-Infra Self-assessed Label, the first of their kind in the country to do so.   

Among others, the following projects have been recognised for helping shape the future of credible infrastructure in Brazil: 

1. Line 6 Metro São Paulo (Orange Line)  

The largest infrastructure project currently underway in Latin America, connecting Brasilândia in the north of São Paulo to São Joaquim Station in the center across 15.3 km and 15 stations, developed by ACCIONA under a 19-year PPP concession with the São Paulo State Government. It received the FAST-Infra Self-assessed Label last year in 2025, becoming the first metro project in the world to do so.  

2. PPP for the Regional Hospital of Mato Grosso do Sul 

A major hospital modernisation PPP in Campo Grande, developed with Inter-American Development Bank support, involving new construction and facility upgrades. It is the first healthcare project in Brazil, and the second hospital project in the world to receive the Self-assessed Label which was earned in September 2025.   

3. PPP Lote Ouro Preto - Minas Gerais (Via Liberdade)  

A 190 km road concession spanning 11 municipalities between Rio Casca and Nova Lima, with R$ 6 billion in planned investment over a 30-year term, led by the Minas Gerais state secretariat Seinfra. It is Brazil’s first road concession to earn the Label in 2025.   

 

4. PPP New State Hospital in Viamão - Rio Grande do Sul 

In the Metropolitan Region of Porto Alegre, this project is a proposed 350-bed public hospital fully dedicated to SUS patients and specialising in orthopaedics, traumatology, and neurology. The project is structured by the Rio Grande do Sul government and IDB under a 25-year administrative concession. It earned the FAST-Infra Self-assessed Label in March 2026. 

5. Órigo Energia - Solar Portfolio, Mato Grosso do Sul  

Brazil’s leading distributed solar company received the FAST-Infra Self-assessed Label for the portfolio's environmental and social impact credentials. Boasting a portfolio of eight distributed solar farms in Mato Grosso do Sul with a combined capacity of 25.8 MWp, financed through a USD 19 million loan arranged by CIFI’s Sustainable Infrastructure Debt Fund.   

 

Setting a new global standard one project at a time  

These projects represent a landmark moment for sustainable infrastructure in Brazil. As the first projects in the country to be awarded the FAST-Infra Self-assessed Label, they are setting a new benchmark for responsible, high-quality infrastructure delivery across diverse sectors. Each project demonstrates that sustainability, governance, and social impact are not trade-offs but the foundation of well-structured, bankable infrastructure.
