Andreánne Lavoie (Leader)

Andréanne is a Senior Project Manager at Global Infrastructure Basel (GIB). Prior to joining GIB, Andréanne had a diverse career in the financial and energy sectors, with a particular focus on projects under construction, renewable energy projects, and the Nordics. She has a Specialised Master’s Degree in Risk Management from HEC Paris and an Executive Master’s in European and International Business Law from HSG St. Gallen.

Areas of Expertise: Project finance, negotiations, asset management, risk management, governance.

Pablo Nuñez (Technical Expert: Infrastructure Finance)

Pablo has held several project management positions in major international infrastructure developers, including a secondment to India where he assisted in setting up the Indian division of Isolux Corsan Concessions.

He has advised national governments in promoting sustainability in infrastructure delivery. In addition, he has conducted ESG assessments across infrastructure sub-sectors totaling over USD 1.2bn of CAPEX. As a specialist associate at GIB, Pablo is supporting the organisation in designing financial instruments that can mobilise private capital in infrastructure projects, including Nature-based Solutions. He holds a degree in industrial engineering from Universidad Politecnica de Valencia, an IMBA from Instituto de Empresa (IE) in Madrid and a master’s degree on International Financial Markets from UNED.

Areas of Expertise: Project Finance / PPPs, ESG assessments and Infrastructure development in emerging markets

Chengchen Qian (Technical Expert: Environmental Dimension)

Chengchen Qian is a Senior Project Manager at the Global Infrastructure Basel (GIB). Before his tenure at GIB, Chengchen dedicated 5 years to the United Nations Environment Programme (UNEP), where he specialised in Sustainable Infrastructure. His primary focus lay in assisting Asian and African nations in transitioning towards a Green Economy. Chengchen holds an M.Sc. in Process, Energy, and Environmental Systems Engineering from the Technical University of Berlin. His diverse work experiences have taken him across China, Germany, Bahrain, and Switzerland.

Areas of Expertise: International development, stakeholder engagement, project management, quantitative and qualitative analysis.

Beatrice Cassotana (Technical Expert: Resilience Dimension)

Beatrice is a PhD resilience engineer with over 8 years of experience in defining and assessing the resilience of infrastructure systems with regard to natural disasters. Currently, she supports the development and uptake of the FAST-Infra Label.

Previously, Beatrice was a post-doctoral researcher and principal investigator in the Future Resilient Systems program (FRS) at the Singapore-ETH Centre, where she led the development of a simulation platform for modelling infrastructure responses to different disruptions. Beatrice holds a PhD from the Department of Industrial Systems Engineering and Management at the National University of Singapore and an MSc in International Management from the Polytechnic University of Milan.

Areas of Expertise: Resilience and risk assessment, infrastructure network modelling, data analysis and visualisation.

Andrea Betancourt (Technical Expert: Social Dimension)

Andrea is a Senior Programme Officer at GIB. She has worked in the international development sector and led projects to support municipal policy, socioeconomic development, and sustainability planning in countries worldwide. She has extensive expertise in urban development and sustainability, covering urban safety, sustainable solid waste management, informal labour in urban settings, and housing. She has previously worked with the International Labor Organization, the World Trade Organization, The World Bank and WWF International. Andrea has a background in urban studies and local/city governance.

Areas of Expertise: City planning and local governance, international development, project management, teamwork and intercultural communication, impact measurement.

Juanita Olano Marín (Technical Expert: Biodiversity)

Juanita is a PhD Biologist and MAS ETH in development and cooperation with ample international experience in research and nature conservation. Currently, Juanita works as an independent consultant for mainstreaming biodiversity in productive systems and SMEs in sectors such as agriculture, technology, finance, and tourism in Europe and Latin America. She supports GIB with the design, implementation, and monitoring of strategies that incorporate nature and biodiversity in infrastructure projects and interventions for climate adaptation.

Areas of Expertise: Impact assessements, sustainable development, international cooperation and monitoring framework.
